GTA5 Crashing (Even without mods)

Hello,

So GTA has started crashing for me... again :-) 

I can load into the world fine. But every now and then (1~5min) it will crash. It seems to happen more frequently in the city than the country. I have even tried running the game with out any mods at all. Not even with script hook in the directory or anything. Currently I am assuming that this is caused by the latest windows 10 update as that is around the time I first noticed this issue.  Any help would be greatly appreciated.

Possible relevant information

My PC recently update to the newest version of Window 10

The new update to GTA 5 came out (however the issue was still present on a version of the game that wasn't updated)

What I have tried

- Running with out scripts/plugins.

-Running with out addon vehicles, textures or weapons.

- Running the game with no addon material at all

- Updating video drivers

- Restarting my PC

- Playing offline

PC Specs
CPU - Intel i5-6500 Skylake
GPU - Evga GTX980 4gb GDDR5
Ram - 8GB Ripjaws DDR4-2133 
Mobo - GIGABYTE B150M-D3

PSU - Zalman ZM650-EBT 650W

CPU heatsink - Cooler Master hyper 212x

Have you tried a re-install since you updated to windows 10?

It's just an idea. Because since you upgraded Windows might have re-moved some of the Visual C++'s that GTA V. Re-installing GTA V should also make it check to see if they are installed and installs them if their not

I have already tried this, sadly it didn't fix my issue.

I launched the game in safe mode, and It seemed to run fine. Not sure how or why but maybe my crash was due to some graphics setting. I will slowly increase my graphics settings and see whether the crash re appears. If it does, then I will re-install.

Just re-installed the game, I still get the crash. The time of crash still varies. Anywhere from startup to 15min of gameplay.
