The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Doublecheck and reinstall the requirements (such as .Net Framework and visual studio stuff) for the RagePluginHook just to be 110% sure that you have them. Even though you might have all of those, reinstall them from this list http://ragepluginhook.net/Requirements.aspx. 

Also, right click the Grand Theft Auto V folder and click on Properties, make sure that 'Read Only' is disabled (unchecked).

Make sure your antivirus is up to date with the latest version and definitions, and the latest updates for the Windows operatingsystem is installed (via Windows Updates)
Then, put the Grand Theft Auto V folder into the exceptions (exclusions) of your antivirus (such as Windows Defender, Avast, AVG etc..)
Now, try running the ragepluginhook.exe as administrator.
