Recover Emptied Recycle Bin

So earlier today my sister went on to my PC (somehow figured the password out) and deleted my Plugins>LSPDFR folder (after that, she emptied the recycle bin). I really don't want to reinstall 13 callouts, CustomBackup, Partner Mod, etc. Is there a way to un-empty the bin or recover the files?

I don't understand the point of signatures on this site. What the fuck is the point?

You're probably out of luck; however, tools such as "recuva" can recover permanently deleted files provided that the disk space has not been overwritten.

The work to do that is likely greater than the work required to install 13 callouts
