Emergency lights barely visible

Not sure how I screwed it up but everything has been working fine until today when all of a sudden the emergency lights on ALL emergency vehicles suddenly became barely visible but have been nice and bright until today. I also noticed the headlights and tail lights on ALL cars no longer light up either (not just emergency vehicles). I have the Radiance mod installed and it's been working fine since I installed it months ago. In fact, everything has been absolutely perfect until today. My memory isn't so good anymore (I have Parkinson's Disease) and I'm an older guy but so far I have managed to work my way through some of the basic mods but I just don't know what to do now. I already tried deleting my mods folder and copying a new one to see if that would clear it up but it had no effect on the problem. I even restored my operating system (Win7) back to last week but that didn't help either. Everything else seems to work perfectly so I'm hoping someone can help me because this is my favorite game and it sucks when something like this doesn't work right.. Thanks in advance guys :)

I'll try and offer a few options for you. Have you tried reinstalling radiance? Have you installed graphical overhauls, such as redux? The correct location for visualsettings is located here C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\mods\update\update.rpf\common\data, is that where it was installed?

I did reinstall Radiance but had no effect. I don't have any graphic mods of any kind installed. Other than having about five or six vehicle models installed, the only other mods I included have been Radiance, Rotating Lights mod, and Improved LED Lights for Vapid. I'm pretty sure those are about the only things I've installed so far. I put the visualsettings.dat file in the GTA V/mods/update/update.rpf/common/data folder, which is where the mod install documentation said to put it.

When it comes to individual mod files I'm afraid I don't really know what does what. I simply insert or swap things out exactly the way the installation documentation says to do it, which is why I usually only do very basic modifications. I bought the 7-DVD set on Amazon last year when it finally came out for PC but I don't have Steam and I've never played online and don't plan to. I can still play the game the way it is, it's just the emergency lights can barely be seen (if at all), and the headlights and tail lights on ALL the vehicles don't come on either.

Well I figured out what caused my issue. ghost128 sent me a message inquiring about a carcols file and although that wasn't the problem, it reminded me of another change I made at the same time my problem occurred. Turns out I just switched from using Simple Trainer to Enhanced Trainer and I had toggled the Blackout feature to see what it would do. I thought it only blacked out building lights, street lights and such. Turns out it blacks out all those AND your vehicle headlights, tail lights, emergency lights... all of it.

Sorry to sound the alarm but I genuinely thought I had a real issue but it turns out it was just a feature in the Trainer that caused it. If anything I guess this is just one more thing to add to the list of things to ask when someone else has this problem. This time it was just a trainer setting. Thank you again for your help. I'm glad to know there are people on here kind enough to help those of us who are less experienced. I will have to remember this one because if you turn Blackout feature on it WILL kill the lighting on your vehicle.
