The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I assume you have a new install of the game. Did you run the game yet? First time initialization will take place once you run the game through steam first time after installment and it will add the exe and so forth.

    That's more than likely because you have your Rage plugin somewhere other than your main GTA V folder.  Give us an exact message and/or screenshot.
