GTA IV going slow

Hi everybody.

I have installed GTA IV in my desktop computer and also LCPDFR. But i can't play it as i wish because the game tends to be slow and my PC has all the requierments to run the game. I wonder if its because the game is installed in Windows 10 and if so, what can i do? (I hope there's something i can do)

I want to make a correction. The OS is Windows 8.

Here the specs

OS: Windows 8. 64bits

Processor: AMD A6-5400 APU with Radeon HD Graphics (2 CPUs), 3.6GHz

RAM: 8GB

DirectX Version: DirectX 11

Vídeo: NVIDIA GeForce GT 620

4GB

have you tried command lines, and turning down the graphics?

I tried the command lines first...didn't work...and then turning down the graphics, such as reflections and shades and the game runs more smoothly. What else should i turn down? 

I don't understand why the game tends to run slow if my PC has all the specs that the game needs. Shouldn't be a problem

might wanna get a new computer then. Gta 4 is resource heavy enough and mods make it even worse
