The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I just installed LSPDFR 0.3.1 to freshly installed GTA 5. I have RPH 0.45.1000.9441. And here is the RPH Log when the plugin tries to start.
