GTA IV Crash on start

Hi,

I have legit version of GTA IV from steam.

I put in some mods and ran the game and everything worked ok, then I wanted to import some police and public transport cars using OpenIV and SparkIV once I attempted to do that I thought I got it right but now since I have done that the game crashes on startup everytime. I would like to keep the cars from this British pack "DDOPPLER_IV_Merseyside_Police_Pack_v1.1",  plz help. Here is a screenshot of what I think is wrong but just incase I have included a LOG form.

I think it has something to do with ELS but changing to ELS 7 doesn't make a difference still does same thing.
