ELS works for AI but not for me

When I have a wanted level, I can see that the ELS mod is working and the lights look like they should. However when I get in a vehicle I cannot turn on the siren or the menu or anything. I have rebound the keys to ones not used in the game, I've done all the correct stuff with the individual .ini files of the cars...I am totally out of ideas.

Can anyone help?

Go to C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto IV\GTA IV\ELS and open _SLOTCONTROL.ini

Delete everything in it.

Replace it with this:

For people who may be here because they googled this problem:

I solved it by turning off the program "Synergy" as it was interfering with keybinds. So if you HAVE done everything correctly like I had, turn off programs that use keybinds.
