The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Just installed gta v again the game starts to load with ragehookplugin and crashes, if i launched it with the launcher works just fine.

Just have lspdfr installed.

okay lets try the simplest of fixes and see if that helps. if not then we'll have to do some digging. open your Open IV. click on Tools, then click on ASI Manager. Make sure you have both ASI Loader and OpenIV.Asi both installed. if you already do or that did not fix your problem, then check the link i will provide at the bottom. it gives you steps on how to repair an installation without having to re-install completely. https://support.rockstargames.com/hc/en-us/articles/202518358
