Have you reviewed the readme on what to do? Do you know how to start the modification? 

Well,

There is no issues with LCPFR, make sure you do the following:

Download last update lcpdfr 1.1 form this website, if you use auto installer, when ask you where to install this mod, make sure the location end is "GTAIV/" , not "GTAIV/LCPD First Response/"

Then when game loaded, press left alt+P same time mod should be active.
