The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I dont have police stations! Help :/

There are two ways to load up LSPDFR. You can either

 

1. Press F4 in-game and type "LoadPlugin LSPDFirstResponce.dll" (Or something like that, I don't have it open right now) 

2. Do what the video does above. To access that menu, press the gear icon when you see the Rage logo when it first starts up.

EDIT : Oh, yes, it is not you're first start so the dashboard is not show, yep, so click on the gear when RPH starting
