When I play EFLC so I can have the extra police vehicle slots and there in the ELS.ini but when I go to turn on els it won't work what should I do?

Yes I always run as Admin It's just Police3,4 and Police Bike won't work with ELS

there should be options in the ELS.ini to turn those on, I think, you might have to add them to your ELS.ini

They are in my ELS.ini And I have turned them on And they Won't work
