The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

you have the wrong Rage for your game. Take out 042 and put 041 in.

No. If he had the wrong Rage version, he wouldn't be in the game.
