In-game when I get a wanted level, only Police3 and NOOSE will respond. No other units will respond, unless I go on a highway or to the counties. This only happens in the city, and I don't know why.

I will not be posting solutions that I've tried because I don't even know where to begin with a solution.

I don't understand the point of signatures on this site. What the fuck is the point?
