Before those steps you have to verify your game's files :D

So you have to Verify your game and unblock your files to get it work fine with you :D

Like i said - I made "full access"(setting/security/change/full access) on all LSPDFR(except for "Police Scanner" folder) and RPH files 

Please check that you have these requirements
