I have noticed every once in a while that the paramedics will be armed with pistols.  In a not-yet-uploaded video, I am involved in a chase and the paramedics are also in pursuit...in the ambulance!  What on earth is is causing the paramedics to act like police?  I'm pretty positive none of the mods I'm using does this.

Haven't touched them.  This seems to be a completely random event, because they have never gone in pursuit mode before.
