I combined the brightness from RadianceV with the all blue emissions from the visualsettings included with this car (https://www.gta5-mods.com/vehicles/2011-undercover-fcvpi)

 

So now you get bright, all blue lights! Is this even count as a mod, can I upload it?

I don't know if it would be allowed since you simply smashed two mods into one... At best you would need the permission of the two creators to do that!
