Because the windows can't change with the livery. If it did it would mean the window would be a metal and not a glass material.

@JRod95 Probably this. The peds in Agency Callouts paramedic stuff are coded to get into seat 1 from memory, if that seat doesn't exist they wont be able to get in. Not technically a bug in the model or the script, just an incompatibility between the two.
