That's because they don't work in multiplayer, you have to use the default siren button.

of course they dont work in multiplayer if anything they might get you banned since rockstar has some aggressive script monitoring for online play. No file on this website is designed to work online and I would never suggest trying to use modded content when connected to rockstar online.

Edit. thought this was a post for GTAV not GTAIV so the information might be slightly wrong, im not familiar with rockstars monitoring for GTAIV.

Ok, I got it to work. turns out my keyboard was having a few issues. Thanks for helping guys.
