The game is crashing when it is ready with Loading and Populating Game World , when it is starting loading LSPDFR then it is crashing

and the game was running perfect, only now it is crashing sins the LSPDFR site was offline

Is it working now that the site is back up? Do you, by chance, have RDE installed? Does the Ultimate British Police pack change any .meta files? 

Some plugins require a version check which requires the system to communicate with the downloads page on lcpdfr.com. If the site is down those plugins are at risk of crashing.

The other problem you may have is with something like carvariations.meta or vehicles.meta. I would recommend taking out the modded cars and then trying to play. It could also be that something within the GTA V folder was misplaced or something. If the first two options don't work, assuming you use Steam, try validating your files in properties for GTA V. This will revert your game to vanilla, but it will fix anything wrong within the GTA V files themselves. This fix however won't reset your plugins so if you cannot figure out which would mean you have to test the plugins one-by-one. It could also mean you have an outdated plugin (Although that is not something that seems to come up on the log)

In the future make sure to use a mod folder and make sure you don't have leftovers from plugins you've uninstalled.

TL;DR It could be a countless amount of things, however the most likely suspect is an outdated plugin or a corrupted vehicles.meta file. I also think one of the major problems could be the British Police pack. Honestly I wouldn't trust a package installer for all of your cars, it would probably be easier to find and fix problems if you downloaded them your self and installed them in the the latest patch folder.

I have removed all mods and uninstalled GTAV and LSPDFR , after that I installed again GTAV and LSPDFR and its running good now.
