Does anyone know which siren has the most volume?

I want to use  GTA V : Realistic American Sirens * Updated * but the volume's of the sirens are inconsistent, some which you cannot hear. (I also do not understand the instructions of how to use all of the sirens that come with that pack)

Can anyone suggest another siren that they know is loud? Preferably a siren that replaces the police 1 2 3 and park ranger slot.
