The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Callout plugins won't load.

Your plugins are in the wrong folder, you cannot load Arrest Manager from the console, it's not an RPH plugin but an LSPDFR plugin.

And follow the instructions that come with the plugins, which you obviously haven't done.
