The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'm not quite sure how you've gotten yourself into this situation if I'm honest. I've not seen a mod that doesn't include install instructions when downloaded. Please read these, it saves everyone a lot of time and hassle. It's also rather simple to just drag and drop things into your GTA 5 directory rather than doing files manually. By all means start a thread and get some support if something goes wrong but in this case it appears you haven't researched or read anything. Best of luck.
