Where are these files suppose to go take a look at the image 

Please review the readme for the file you downloaded.

No readme is in the WILLIS POLICE DEPARTMENT MEGAPACK. I already did that I would not be here if there was. 
But this car pack dont have one.. Where do i put template files and the Els files. I show a els for every car in the pack .

You're using ELS, which has a folder in your GTA IV root.

You've ELS files.

Hmm, I wonder where those ELS files could go...

i NEED TO KNOW HOW TO INSTALL THE ELS FILES PLZ. There are 10 . Im not sure what to do . When I read the els file for each under description each one has its own name.
