All medium/lowest settings possible.  It wasn't crashing before or having issues until just when I posted this.

nvm, you have a NVIDIA GeForce GT 730M. Which isn't ideal at all and surprises me in how your getting even 15FPS.

Additionally, you have a 5400rpm HDD. Anybody remember a time when those things were super fast?

GTA by itself is fine, and hasn't crashed on me.  Just the mod.

I lowered the resolution by one, didn't see much of  a change.  What I did notice, oddly, when I went "busy" and didn't get calls, the game seemed to be fine.  LSPDFR lasted a while and didn't crash.  I'm not sure why suddenly call outs would be the issue.  I recently updated traffic policer, and I believe the others are up to date.  I am going to try one more time later with call outs and see if it happens again. If it does, I'll slowly remove call out packs and see which one is causing the problem.
