Has anyone had this issue? I do have a large amount of plugins, so maybe it's not an issue with the original LSPDFR version but just curious if anyone else has come across this. At random traffic stops or anywhere in LA really, people just steal my car if my doors open or unlocked.

From what I have seen, many people have an issue with cars being stolen by AI.  Read this:

This plugin has an auto door lock feature when you leave your vehicle.  I believe it is just GTA V logic which puts peds in your car.

Also, Traffic Policer has a built in locking feature that activates when you are 5m away from your car.

Instead of downloading all these plugins, just save your vehicle in simple trainer. Problem solved :)
