Does anyone have any idea how to make the lights on the police car flash quicker? Ive seen on many youtube videos were they flash super quickly but i cant figure it out?

I'm pretty sure max flash speed has to do with your computer and how fast it's running the game. For example, sometimes mine flashes incredibly fast, and sometimes it is much slower.

Actually you can speed up your Lightbar flash. Just go to your GTA IV Root Folder

1. Find ELS.ini

2. Find "FlashDelaySP"

3. Change the number to a lower value

For Example mine is set to FlashDelaySP = .05

Which for me is a nice fast flash. Yes it will flash at different speeds on different computers, but doing this will speed it up in one way or another.

As stated here before, frames per second (frame rate) has a lot to do with it. Try going into the Booth Tunnel or on the middle of the Bohan Bay Bridge and see how fast it flashes, for the frame rates in those areas tend to increase due to the game having less scenery to load.
