In the ELS folder, where you put the ELS config files. Open them and scroll down to [ENV_LIGHT_COLORS], change red to blue. Done.

This question has already been answered several times, make sure to search the forums before creating a new support thread.

You have to do that for all the cars using blue lights, not only one. If it doesn't work, you're doing something wrong, because it's exactly that.

Doesn't matter. Every car comes with it's own setting, you've to change all of them if they use blue lights, as I said.

As Hystery said each car comes with its own ELS settings file. Just drag this into file intro the ELS folder and edit the _slotcontrol to link the settings to a vehicle. Once linked they files are linked edit the ELS files that came with the vehicle mod.

That's the main ELS settings, you shouldn't need to touch them to change the colour. All you have to do is what Hystery told you previously. You just need to do it in the ELS settings file the vehicles use. You can find what file they're using in  "_slotcontrol" in the ELS folder

Correcting mistakes (i'm really tired)

Oh the link from the other topic, Everything was included in the download, even the _slotcontrol, just drag ALL the ELS files included with the mod into the ELS folder. Then it should work.
