Backup XML vehicle sets

SOLUTION FOUND : Multiply Vehicle Sets.

I have 1 vehicleset for all of my marked sheriff units, I then created a second vehicleset to have an unmarked unit with a detective ped. Now, every other vehicle that responds is a detective car (for example if your state patrol has one vehcleset bike cop and one vehicleset cvpi, they would alternate response) How do I make it so that the detective car only responds rarely? I already have about 15 cars in the first vehicleset (marked units) and have just the unmarked in the second vehicle set. Thanks!

hers my XML set up as I am describing above " I want the set in red to be a rare response.
