How do you convert gta 4 light bars to gta 5

Please help! I am making a new police model and have gta 4 lights how do I convert them?

If the lights aren't showing correctly in game after converting then you will have to rotate the dummies into the correct position. DO NOT move the dummies, only rotate them and rotate dummies only, not the dummies and lights.
