I have quite a big problem with the mod, when I go on-duty I can do what I should be able to do but as soon as I go outside Latan Americans attack me they come with these SUV's and I dont know how to fix this, it makes the game unplayable because they just come after me and spawn where ever I go

Please help me with this bug/glitch

That's not a bug or glitch, that's probably Madrazo's hitmen coming after you. Play the story for a bit more until Michael and Trevor are allowed in LS again, that should stop it.

Yes when I go on-duty it says Micheal and Trevor now left LS or something like that does that have to do with the problem?
