So I downloaded a new car mod. I tried to put it into the folder specified by the Readme, using OpenIV. However, I can drag the car files to the folder, and I get the little plus sign that tells me I can drop the files there, but when I release the mouse they are not there. How do I fix this?

That has never worked for me, but I am guessing it is a classic permission issue. Just use the green "+" sign instead to add files.

Are you running OpenIV as Admin? Try running it without Admin and then drag and drop.. You might have to change a registry setting if this doesn't work.

I can't run it if I'm not running as admin

Hmm strange because that is how I run it.. You might try googling how to resolve drag and drop issues in OpenIV.. There was a site out there that told you how to restore it in the Registry, but it's been awhile since I was on the site.. If I come across it, I'll link it to you.. I had this same issue as you a long while back, it wouldn't let me drag and drop.. Have you tried what  ineseri suggested in his post?

You can also try disabling UAC.

it is disabled, but OpenIV can't access the files without Admin

If it is disabled, you do not need to run the software as administrator.

No, I get a pop up in OpenIV that it can not  access files without admin rights even though UAC is disabled
