So whenever I play LSPDFR there's times where all of a sudden there's like 10 civilians angry at me for absolutely no reason heres a screenshot I just ran this guys plate and then in the map you can see like five people angry at me and they start crashing me.

Are you using any other mods? I installed GTA Realism Mod 0.8 and was getting a similar problem. In my case I solved it deleting the relationships file shipped with that mod
