difference between police and fbi?

ive got modded police  and fib, and the CO19 siren, (best one) and the siren works perfect on the police units, but the FIB cars seem to be backwards with the tones, in different order so to speak, 

my question 

can you change just the fib tones , or should they be all the same, iam stuck, 

why not are the FIB and POLICE the same,

    The FIB slot behaves weirdly with sirens. I think it slows down the tones or something like that. Only certain files work well in that slot.
