How Do you Edit NPC Police Car Spawn Color

Since the Police cars spawn white unless they have a full texture and not just the decals how do you edit the color i edited carvariations but half of them spawned black and some white guess i messed it up somewhere.Trying to have NPC's spawn with black cars

Can someone please explain how to change the sheriff cruiser's default spawn color? The texture/skin is transparent except for some decals. Thanks!
