The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

You should put your callouts mods and Safer Chases in GTAV/Plugins/LSPDFR, my folder looks like this:

Please do a favor to the developers and read the readme file.

    That is because you have installed it into the wrong place. They put readmes in the download for a reason. You put safer chases and callouts into Grand Theft Auto V\Plugins\LSPDFR folder.
