I have tried reinstalling everything double even tripple checked to see if they were in the right folders, Rage plugin detects the mods but cant load it

That's because you didn't install them correctly!

LSPDFR plugins (Arrest Manager, Traffic Policer, Police Radio etc.) go into the LSPDFR folder in your Plugins folder, please refer to the respective readmes before installing.

As for Cop Holster, which doesn't depend on the LSPDFR API, it is installed and loaded correctly, according to your log file.

You need to verify mod versions as well. With the new roll in of RPH 0.36 and the new GTA patch, its broken some things.

Right but if i put the mods  in the LSPDFR Plugins folder rage hook will not detect them meaning they wont work

I now have made sure my files are in the right directory and also didn't realise that you had to be on duty for the mods to load seeing as i have been playing on an old version were you load mods before going to the station thanks for HELP :D
