I have the speed radar mod for LSPDFR, but I wanted to know (after pressing f5 to enable it) how to move the radar left, right, etc.

Use the numpad. 4 is left, 6 is right, 8 is away from you, 2 is toward you, and I believe 9 is up and 3 is down.

How do you change the radar tag speed without spawning a turismo that constantly fires on you?

You have to disable key binding in the trainer you are using

Edit the Traffic Policer.ini (Configuration file)

Scroll down until you see:

//Controls (for red circle fixed point radar):

PositionResetKey=NumPad5
PositionLeftKey=NumPad4
PositionForwardKey=NumPad8
PositionDownKey=NumPad3

MaxSpeedUpKey=PageUp
MaxSpeedDownKey=PageDown
StartStopAverageSpeedCheckKey=PageUp
ResetAverageSpeedCheckKey=PageDown

 

And change them to what you want. I recommend buying a keyboard with a numpad though.
