Replacing Policeold1

Hello, i'm trying to replace Policeold1 with a Chevy Tahoe. When i swap the models it has no issue spawning but it appears really dirty (I know the original Native Policeold1 is dirty but i don't know how to fix that) Also the police lights don't work.

When i use the vehicles.meta info for the Tahoe and replace it with Policeold1 all of the windows are black with 0% opacity.  I'm assuming it's because the Tahoe was supposed to be an FBI vehicle. Is there a way to fix that?
