I recently have an issue with installing police Car model for Gta 5. The problem is when I load in the textures are all over the place on that car model and texture. Now another thing is if I go far enough from the car walking or driving I see the texture and the model Perfectly but once I get close or get in the texture and model go crazy.

You've installed the model wrong, read the readme that comes with the model carefully and reinstall your vehicle.
