LCPDFR messes up and freezes during traffic stop

Here is my issue and this has already happened a couple times before.

I go to pull over a vehicle, the screen says to exit my vehicle. I do so. Then it says to walk up to the driver's side window. i start to do that but as I'm doing that, the vehicle I pulled over starts to drive away, but it still says to walk up to the vehicle. I try to get back in my car but when I attempt to do so, the game freezes up. Sometimes it doesn't freeze up and I try to reload the scripts and it either fixes the problem or freezes the game. Can someone help me?

P.S. If someone asks for me to use the G17 Media IV Diagnostic Tool, I cannot use it because after I open it and click start, it starts to run but I get a message saying that it has stopped working. Can I also have a little help with this too? Thanks

Run it as an administrator.
