Viewing vehicle textures on 3D models outside of the game?

Just wondering of the possibility of the above. Unfortunately, I can't use my GTA IV comp. for texture modding as it took a massive shit and doesn't currently work. So, I would like a way to view the textures without having the game files except for the textures and models. Also, I would like to make my textures look less shit by being able to upload a screenshot of the 3D model with the skin on it.

Any ideas?

Note: I can use OpenIV just fine, but I can't view the stupid texture files on the 3D model files (argh).
