The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I got my copy of the game from Walmart and i am wondering how to install the Lspdfr mod because i done it how a guy on YouTube said to do it and it was the steam way and did not work. It would pop steam up and say i did not have it through steam 

Are you talking about LSPDFR for GTA5 or LCPDFR for GTA4? I'm asking because your title says LSPDFR but you posted in the LCPDFR section.

When you don't have the Steam version, you just go to C(or any other drive you have it installed on):\Program Files\Rockstar Games\Grand Theft Auto V\ and install it right there. The rest is literally the same as for the Steam version. Only the location changes.
