I asked a question like this a while ago but my friend is new to PC gaming and curious. I do not know much about specs either.

He atleast wants medium graphics.

I think so but windows 8 is horible with gta iv, you have to unistall some things, but I think it'll work well, if you want his game to look better install enb's ( if the computer can handle it) and make backup files.

He'd be running the game at low settings. And Grand Theft Auto V is out now, in case he doesn't know.
