Bought the CD Key and I activated on social club and then I loaded it up on steam and linked the accounts and it won't let me past the activation code part on the launcher..saying it's already in use but I'm logged on to the account it's linked with. 

 

Any ideas?

    If you bought a key and activated on social club, then its the rockstar version and not the steam version.   You can download the game via Rockstar, go to https://socialclub.rockstargames.com/activate and it should say "Download for windows", then run that, your game will download and once that is done you will be able to play.
