It's quite possible it's not actually a mod but instead a radio being live-streamed in the background or something along those lines.

yea pretty sure he was just playing it in the background

that is actually the background chatter from the police mod not lspdfr if im not mistaken

i dont kno about the one in the video but if you are looking for police chatter on the radio there is a mod here on lspdfr its in the audio section called patrol car radio dispatch volume 

ah ok i also noticed the notifications on the side for for the other police mod, also i've seen people use the police mod and they have that same chatter
