Hello guys. 
I want to diversify road traffic, namely, to add those cars, which previously did not attend it. For example, ambulance, fire truck, hearse, all kinds of police vehicles, Roman's Taxi, Feroci and Perennial service from the airport. It is desirable that police cars used police, ambulance used doctors, firelighters used fire truck. Will also want a garbage truck appeared not only at night but during the day. 

Still interested in how to make the added car (not replaced) taxi/police/ambulance/fire vehicle. 

In standard GTA IV ambulance sometimes appears with flashing lights. Is it possible to do so with the police and a fire engine? Fire in the game had never seen.

Some script modification is doing part of what I would like, but not all. 
Traffic Flow spawns police and fire vehicles with included flashing lights. Also, if you write in .cfg hearse, bus, feroci and perennial from the airport, then they will appear, but it doesn't work with the rest of the car. 
Traffic Load is also able to spawn the bus, feroci, perennial, the hearse if you write them in added cars, but it doesn't work with the rest of the car.
Real traffic spawn all spawns, but it is not optimized under the latest patch 1.0.7.0 and crashes game. In addition, the fire auto fire not going. 
Traffic Control system spawns only fire truck and there is no config to configure the settings. In fire and auto drive not firefighters. 

Guys, help please, who knows how to implement it? Is this possible? And can it be done without scripts?

You need to edit the file cargrp.dat, but have so far failed. And in this file there are no words ambulance, where to look?
