Hey so I have been trying to get help with this problem but Rock star only repleys  once to your problems and the never help again. If someone knows how to fix this problem I would greatly apreciate your help

    I had the same issue yesterday. My solution was to stop my firewall from making rules for GTAV.exe.

    I tried that but it still wouldn't work I have windows defender and when I turned it off and started it nothing happened it was the same error message

     

    If other people can send reports to rock star then they might make an update
