I was wondering if it is possible to run suspect names/licenses through the database without using the in-game police computer

If you weren't using the police computer, how would you run them through a database?

Do you mean like using the radio? Although that's a good idea, it isn't a feature at the moment.

There isn't, the identities of the drivers is generated when you initiate a traffic stop on them, players from earlier versions of 0.95 can probably remember the 1 second freeze that happened every time you pulled them over, which happened when LCPDFR had to generate the ID of the driver.

It works by selecting a first name and a surname randomly from a list within LCPDFR, as well as it assigns the values listed when you check someone, all while taking some perimeters into consideration.

However, there is the "MDC" by Braveheart, which gives a wider array of tools and options on http://mdc.lcpdfr.com/

It's not really possible to do a check over the radio, there's no voice files for the process, I believe that the developers are looking for ways to expand and improve the police computer.
